Immigration, Refugees and Citizenship Canada (IRCC) has announced the latest details of the 2025 Parents and Grandparents Sponsorship Program (PGP). Starting July 28, 2025, IRCC will issue invitations to apply (ITAs) over a two-week period.

Only those who submitted an Interest to Sponsor form in 2020 and have not yet received an invitation are eligible for selection. The program aims to approve up to 10,000 complete sponsorship applications [1]. No new Interest to Sponsor forms will be accepted in 2025 [2].

Eligible sponsors should check the email used in 2020—including spam—for an ITA starting July 28. Invited applicants will have around 60 days to apply online via IRCC’s portal [3]. Processing currently takes about 24 months, though individual cases may vary [4].

Canada’s dedicated permanent residence (PR) pathway for Hong Kong residents remains open until August 31, 2026, offering two routes: Stream A for graduates of eligible Canadian post-secondary programs, and Stream B for individuals with at least one year of Canadian work experience and post-secondary education. Since the program's launch in 2021, over 20,000 applicants have successfully obtained PR. However, due to a sudden surge in application volume, many—particularly under Stream B—are now experiencing processing delays exceeding 12 months, with limited transparency or status updates from IRCC. In a welcome development, IRCC confirmed in June 2025 that applicants under either stream may wait for their PR decisions outside Canada, as long as the application was submitted while the applicant was in Canada with valid temporary resident status. This flexibility provides relief to those needing to return to Hong Kong or travel abroad without jeopardizing their application. [²]

IRCC has also quietly repositioned the Hong Kong PR pathway under its “Work-Based Immigration Programs”, a move that shifts the program’s framing from humanitarian relief to skilled economic immigration. This reflects growing recognition of Hong Kongers’ professional, linguistic, and cultural integration into Canadian society. It also hints at potential long-term or successor programs after the current pathway ends in 2026. [³]

Reopens PGWP for College Grads

According to an announcement from Immigration, Refugees and Citizenship Canada (IRCC) on June 25, 2025, the Government of Canada plans to reduce the number of temporary residents (including work permits, study permits, visitor visas, etc.) from 7.1% to 5% of the total population annually. This represents a 29.5% overall reduction.
The most noticeable change is in study permit issuance. In the first quarter of 2025, Canada issued approximately 96,000 study permits, compared to 121,000 in the same period in 2024—reflecting a sharp decrease of about 30%. This aligns with Canada’s broader immigration strategy of reducing the annual permanent resident target from 500,000 to 400,000.
For Chinese students and applicants, there is encouraging news: Canada has reopened eligibility for Post-Graduation Work Permits (PGWP) to graduates of non-university programs, including college diploma holders. According to the latest IRCC update, a total of 920 fields of study are now eligible for PGWP—a significant policy expansion.
At the same time, 178 fields have been removed from the eligibility list, as they no longer align with Canada's long-term immigration goals. On the other hand, 119 new fields have been added—particularly in areas such as healthcare, social services, skilled trades, and education. College diploma programs in these sectors now qualify for PGWP.
Graduates who obtain a Post-Graduation Work Permit are also encouraged to apply through Canada's Express Entry system under the Federal Skilled Worker Program or related immigration streams.

RURAL COMMUNITY IMMIGRATION PILOT (RCIP) NOW OPEN!

In 2024, Immigration, Refugees and Citizenship Canada (IRCC) officially launched the Rural Community Immigration Pilot (RCIP), which is now steadily gaining momentum. The RCIP provides skilled workers and their families with a direct pathway to settle in smaller towns and rural communities across Canada. Building on the success of the earlier Rural and Northern Immigration Pilot (RNIP), RCIP was created to address critical labor shortages, drive regional economic growth, and revitalize communities outside major urban centres. Unlike traditional immigration programs, RCIP empowers participating towns and cities to select candidates who meet their specific local needs, providing newcomers with meaningful employment opportunities and strong community settlement support.
The RCIP’s eligibility criteria are relatively easy to meet. Applicants must hold a valid job offer from a designated employer within a participating community and must have completed at least one year (1,560 hours) of relevant work experience within the past three years. Language requirements are low, with accepted IELTS scores ranging from 3.5 to 5.5 depending on the job's TEER level, making it easier to qualify compared to most federal immigration programs. Education requirements are also very accessible, requiring only a Canadian high school diploma or an equivalent foreign credential. Additionally, the required proof of settlement funds is relatively low, making RCIP financially attainable for many families. Overall, the RCIP offers a low-barrier, community-supported, and highly achievable pathway to Canadian permanent residency.
Currently, 14 rural communities across Canada are participating in the RCIP, located in Nova Scotia (NS), Manitoba (MB), Saskatchewan (SK), Alberta (AB), and British Columbia (BC). Most communities are still in the preparation or development stages, actively working towards launching their RCIP programs. At present, five rural communities are officially active: Timmins, Ontario; Sault Ste. Marie, Ontario; Brandon, Manitoba; Thunder Bay, Ontario; and North Okanagan Shuswap, British Columbia.

Major Announcements from IRCC in February and March:

1. Immediate Transition to Caregiver Visa for Eligible Workers
Individuals currently working in Canada as domestic helpers or caregivers with a valid work permit can now immediately switch to a Canadian caregiver visa. There are 5,000 spots available on a first-come, first-served basis. This means they may later be eligible to apply for an immigration visa. Those engaged in childcare, personal assistance, nursing home assistance, or household tasks such as cooking and cleaning are encouraged to apply as soon as possible. HCDF Immigration is open from Monday to Saturday, 10:30 AM to 6:30 PM, and welcomes all inquiries.

2. Work Permits for Construction Workers Without Status
Last week, the Canadian Minister of Immigration announced to the media that individuals currently working in construction or housing projects in Canada, even if they do not have a valid permit or legal status, can now immediately apply for a formal work permit and obtain legal status. Additionally, these workers can pursue construction-related education while working without requiring a study permit, as IRCC has approved simultaneous study. The goal of this policy is to address the severe labor shortage in Canada’s construction industry, thereby increasing the supply of affordable housing and making homeownership more accessible to local Canadians.

3. Temporary Resident Permits for Victims of Domestic Violence
If you are a foreign national in the process of applying for permanent residency in Canada and your Canadian spouse has treated you unfairly, subjected you to domestic violence, threats, or intimidation, you can seek assistance from our firm. Canada’s "Lifeboat Scheme" Stream B OWP Application Officially Ends Today

The application for the three-year Open Work Permit (OWP) under Canada’s "Lifeboat Scheme", launched in 2021, officially closes today (February 7, 2025), with no further extensions. The Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that this was a temporary measure, and eligible Hong Kong residents who wish to immigrate to Canada can still apply through other work permit programs.

According to IRCC data, as of the end of 2023, over 40,500 Hong Kong residents had successfully obtained an OWP, while another 29,100 were approved for study permits. In total, at least 70,000 Hong Kong residents have applied for permanent residence through Stream A and Stream B of the "Lifeboat Scheme." Additionally, official statistics indicate that over 49,000 people had applied for OWPs as of December 31, 2024, highlighting the program's significance for Hong Kong residents immigrating to Canada.

In recent years, Canada has tightened its immigration policies, and the government has announced plans to implement a cap on temporary residents starting in Fall 2024. As a result, the requirements for Hong Kong residents seeking to immigrate to Canada may become even more stringent in the future.

Understanding the 2025 Immigration Quota A Pioneering Analysis

HCDF Immigration has announced the 2025 Canadian immigration quotas for its clients. The total immigration target will be reduced from 500,000 to 400,000, with Quebec allocating 64% to economic immigrants, 22% to family reunification, and 14% to protection refugees. Based on this, it is expected that 256,000 economic immigrants, 88,000 family reunification immigrants, and 56,000 refugees will be accepted in 2025.
Of the economic immigrants, 1/8 will be business and investment immigrants, while 7/8 will be skilled workers, including international students and workers. The 88,000 family reunification spots include both spouses and parents. If the parent reunification quota is not opened, it will be carried over for future use.

Misconceptions About Study Permit

Question 1: Has it become harder to get a study permit?
Answer: Study permit are usually processed in six weeks. "Tightening" mainly targets students from Asia and South Asia. Students from Japan, Korea, China, and Hong Kong with proper financial documents and public schools will not face difficulties. If these conditions are not met, it will be harder.
Question 2: Is it harder for international students to get a work permit or work in Canada?
Answer: Incorrect. The Immigration Department recently announced international students can work 24 hours per week without a work permit, applicable to public schools. Private school students should be cautious. Postgraduate work permits remain unaffected, but spouses of undergraduate graduates cannot easily get a work permit, while spouses of graduate students can.
Question 3: Has the Canadian Immigration Department really tightened study permit and work permit applications?

This means Canada will accept only 395,000 immigrants in 2025, 380,000 in 2026, and 365,000 in 2027.
