Immigration Appeals, Hearings & Complex Cases
We assist with immigration appeals, IAD family sponsorship appeals, refused spousal sponsorship cases, Residency Obligation appeals, CBSA interviews, immigration hearings, refused applications, and other complex immigration matters.
For example, some individuals may have lost their legal status because their visa or work permit has expired and may receive an interview notice from the Canada Border Services Agency (CBSA). Others may be facing removal from Canada and be required to meet with immigration or border officials.
We can help clients understand the process, identify issues in their cases, prepare the necessary documents, and explore lawful options available to address their situation.
Refugee Protection & PRRA
We assist with refugee and protection claims, Bill C-12 eligibility assessments, and Pre-Removal Risk Assessments (PRRA).
Some individuals affected by Bill C-12 may no longer be eligible to proceed with their original refugee and protection claims and may potentially face removal from Canada.
We can first assess the individual’s circumstances and eligibility. For those who are eligible, we can assist with refugee and protection claims. For those who are not eligible and may be facing removal, we can further assess whether a PRRA, Humanitarian and Compassionate (H&C) application, or another lawful immigration option may be appropriate.
Hong Kong PR Delay & Case Resolution
HCDF Immigration has established the HCDF Hong Kong PR Delay & Resolution Centre, dedicated to assisting Hong Kong applicants experiencing lengthy delays in their permanent residence applications.
Some Hong Kong applicants have been waiting in Canada for an extended period without receiving a final decision on their permanent residence applications.
We can review cases at different levels, including a complete PR file review, document and immigration status review, targeted IRCC follow-up, GCMS/ATIP analysis, assistance through a Member of Parliament (MP), and assessment for Urgent Processing. Our objective is to identify possible causes of delay and explore appropriate follow-up options.
Complex Business Immigration

Our History
Founded in 1988 by Mr. Eric Leung, a distinguished immigration consultant with over 38 years of experience, HCDF Immigration is one of the few companies on the West Coast of Canada with an immigration hearing license. Unlike many firms that hold only one type of immigration license, we possess three, enabling us to assist clients with study permits, investment immigration, family reunification, and various immigration appeals, including deportations, bail hearings, and refugee applications.
To enhance the efficiency of immigration hearings, the Canadian government introduced a challenging immigration hearing license exam in July 2023, making our firm one of the few to hold this special privilege. Since 2019, as global circumstances have shifted, many have sought better living conditions outside Asia. HCDF Immigration has successfully processed numerous expedited immigration visas, allowing clients to obtain work permits, free healthcare, and free education for children within three days, and Canadian residency within 18 months. We are grateful to have achieved a 100% approval rate for over 100 families in the past two years.
Mr. Leung holds a Master’s degree in Economics from Washington State University and has taught for over 20 years, notably creating the CELPIP testing system at UBC. He has also served as the director of all CELPIP testing centers in China and has extensive experience in business immigration, completing applications in under five days with a success rate of 99.99%.
Since 2008, Mr. Leung has won many spousal reunification appeals, achieving a 99% success rate. HCDF Immigration specializes in these applications, aiming for approval within four months for in-Canada applications and eight to nine months for those abroad.In the 1990s, an immigration and study center was established in Guangzhou before being relocated to Vancouver. Mr. Leung was among the first professionals to receive an immigration consultant license when the government began issuing them in 2003. Since the inception of the Canadian Immigration Consultants Association (CICC), Mr. Leung has been a senior advisor throughout its reorganizations, making him one of the most experienced members.
